Laguna Beach consistently posts some of the highest turnout in Orange County. This isn't a town where incumbents coast on low-information elections -it's one where the electorate is engaged every single cycle.
First term council members
Three of the five seats on the council are currently held by members serving their very first term. Fresh perspective is already arriving on its own, seat by seat, election by election.
In each of the last four council elections, voters have removed at least one sitting member. That's not a stagnant council protected by name recognition, that's accountability, delivered directly by the people who live here.

Critical safety and infrastructure projects don't happen in weeks, or years. Working with outside organizations such as the Coastal Commission, CalTrans, and a myriad of regulatory agencies requires trusted relationships and knowledge you can't get overnight. Stripping experienced, well-liked members off the council on a fixed clock is dangerous.
